You can use z-layer in CSS. My site has a tutorial on z-layering.
It basically puts it in a layer on top of the html content so it expands over the HTML content. It can be strategically positioned.

Does anyone know…
When you import this navigation bar in your website builder (like Dreamweaver CS3), how can you let the menu drop over HTML content?

I haven’t ever seen a more complicated way to create a simple drop-down menu. Is somebody here really creating menus that way? I can’t fancy that such a collection of work-arounds is a reasonable apporach. You are really good in handling Flash. No doubt. Imho Flash isn’t the right tool to do that.

hi what you done is made the “button” a movie clip just read the error carfully frame = 6
//what frame its on
line = 1
//line one
its only for a button so change the symbol to a button tada if you have any probs send me a message

I have an idea. how about… stop spamming. your using actionscript 3.0 cuz you may have flash CS3. Nobelty already said that. look at his/her comment.

It depends on the HTML engine the computers use.
For instance, some of the sites that look good in, lets say Internet Explorer, might look dispositioned in Firefox, Opera, or Safari…

it says this.

I have done this tutorial four times now, both in CS3 and in Studio 8. Every time, I get stuck at 12:22 – when I export the movie, the drop under “contact” does not work.
I have no idea what I am doing wrong – my Action script appears to match yours.
Ideas? Anyone?

So i’ve been reading some of the past comments and i figured it out.
I have cs3 so the action is set to 3.0 be sure to change it to 2.0 by going to
file > publish settings > .. change action scrip sttings to 2.0
and be sure to right click the button the action not the layer.
