Visit and read the section under Participation. They have instructions on how to participate in the project.
To summarize:
Download the HTML and CSS files posted under Participation on the CSS Zen Garden homepage. Make as many modifications to the CSS as you like (that’s the idea) but no modifying the HTML file. Once you’ve completed your site design, upload it to a websever and send the nice folks at CSS Zen Garden a link to the site. If they decide it meets their criteria they may opt to add t to the CSS Zen Garden site, if they do they will copy the graphics required for your project over to their server.
