Is it best to slice up the page and save the images that way or save your web page design as a jpeg at max settings and use the rectangular marque tool to crop different sections of your page and save them?

It you are using certain components of your layout then slicing them and placing them via CSS is the best option. But if you are planning to use complete layout then use the basic layout as background image in DIV with fixed dimensions and create seperate DIVS for individual components of your layout.
