How could I ban somebody from my website using an html code?

I don’t want all that other crap like javascript or htaccess. Just a simple html code. Kinda like:

If ip address xxx.xxx.xxx.xx entered the website,
show_message(“You have been banned!”)

With just HTML I don’t think that’s possible. You can’t use conditions in HTML, you would need Java-script or PHP to do that.
